The problem with silence...

...is that it's hard to tell the difference between on-hold silence and you-have-been-disconnected silence, which usually consists of silence punctuated by occasional clunking sounds that can take more than a minute to get back to a dial tone. Whether the hold sounds are music or natural sounds, having a voice break in every now and then to redundantly state that you're still on hold should be phased out.
