Sounds like you may have a concept worth pursuing. I would doubt eBay would initiate this concept but a grass roots effort started on the blogoshere could catch on. I am sure the ReBay program you detail is already used by independent eBay buyers and sellers (I am one myself). You never know, if you put a name to the concept and educate the public in buying then re-selling, this could become more than an isolated concept.
