If people buy SUVs solely for their functionality and other people want to discourage SUVs solely because of the impact of larger cars in the city then making them easily available to rent might reduce their numbers and increase peoples' utility.

I suspect, however, that people buy SUVs because of the image/status they believe they get from owning/driving an SUV, and people want to ban them on similar grounds. That is: this is primarily not being evaluated as a strictly cost/benefit question with respect to how an SUV functions.

A better functioning car rental market would be a good thing on many dimensions but I suspect it's hindered by the general difficulties of running businesses in France.
